Answers to the questions that come up before an ACP appointment: who imports, what to send, how the review works and what changes when another Customs office is involved.

Can you review my HS code before I appoint an ACP?

Yes. Send the code you use, the product's materials and function, and your importer details. We review ACP suitability and identify the information needed for the next step. You can start with a product description if you do not have a code. See the HS code review service.

What stays with the non-resident importer?

Your company remains the importer named on the declaration and provides the commercial facts. The appointed ACP handles the agreed procedural contact with Customs. The ACP role guide explains the responsibilities.

How long does the appointment take?

The operator's planning estimate is 1 to 2 weeks from a complete document pack to the appointment being on record. Customs determines the record date. The initial HS code review comes before that appointment stage. See the process guide.

Does an HS code alone confirm that ACP is suitable?

ACP suitability depends on the importer structure, product facts and requirements to resolve. The code supports the product review; it does not establish the company's Japan presence or confirm product acceptance. Send those details together in your review request.

Can I enquire without an HS code?

Yes. Send the product name, composition, function, intended use and a product link or specifications where available. We identify the classification information needed for the review.

Can I use the tariff code from my home country?

Send the existing code and the country where it is used. HS subheadings use six digits, and Japan adds three statistical digits. The Japanese classification needs to be reviewed against the actual product and tariff schedule. See the HS code review guide.

Is the preliminary review a Customs classification decision?

The review provides an initial assessment and next steps for the ACP appointment. A written Customs classification decision follows Japan Customs' advance-ruling procedure using Form C-1000. We identify when that process should be considered.

What does the service cost?

Does one appointment cover every Customs office?

Each additional Customs office needs its own notification. Identify the offices in the request so the written appointment scope reflects the work required.

Which marketplace documents should I prepare?

Prepare the specified-commercial-transactions notation page and the Japanese-language product listing. Show the goods flow and money flow separately in the transaction diagram. See the documents checklist.

Who carries out declaration filing?

The client's own customs broker or a licensed customs specialist partner coordinated by the operator files the import declaration. The appointed ACP provides the procedural contact in the role guide.

When does the operator begin its appointed work?

Appointed work begins after the appointment is on record. Form C No. 7500 and the relevant Customs office are part of that record. The initial product and importer review comes before the appointment stage.
