What we review

The product and importer are reviewed together. The existing code is a starting point. Materials, function, intended use and the sales channel help us understand the product and questions to resolve.

We check the proposed ACP setup against the importer's Japan presence, the named importer and the Customs office. We also identify product requirements that need evidence or specialist confirmation before the appointment can proceed.

What to send

  1. The product

    Send the model, main materials, function and intended use. A product page, specification sheet or clear photographs help the review.

  2. The code and origin

    Include the HS or tariff code you currently use and where it was assigned. Add the country of manufacture. If you have no code yet, send the product description.

  3. The importer and transaction

    Name the company that will import, its Japan presence, the sales channel and the expected Customs office. Describe the goods flow and money flow separately.

The next step you receive

  1. Proceed to an appointment review

    When the information supports an ACP route within our service scope, we identify the Form C No. 7500 appointment work and the documents to prepare.

  2. Supply specific missing information

    If the product or importer details are incomplete, we identify the missing specifications, transaction details or regulatory evidence needed to continue.

  3. Resolve a product or importer issue first

    If the proposed setup needs a different importer arrangement, product approval or specialist decision, we explain the issue to resolve before committing to an ACP appointment.

Using an overseas code in Japan

HS headings use four digits and subheadings use six. Japan adds three statistical digits to the six-digit subheading. An overseas tariff code therefore needs to be checked against the Japanese tariff schedule and the actual product details.

Our review gives a preliminary assessment and an appointment recommendation. For a Customs classification decision through the written advance-ruling process, Japan Customs provides Form C-1000 and its application guidance. We flag when that route should be considered.

A focused review before the appointment

Send the product and importer facts together so the first reply can address the proposed setup. We confirm any missing information, the review scope, applicable fees and the expected response timing before starting agreed work.

Once the review supports an appointment, use the documents checklist. The 1 to 2 week appointment estimate starts after a complete appointment pack is received, rather than when the first review enquiry is submitted.
